Telecom watchdog Opta can continue ‘naming and shaming’ companies which it has fined unless ordered not to by the courts, the Council of State ruled on Wednesday.

Opta took the issue to the country’s highest legal authority after a lower court said Opta could not name names until all appeal procedures had been gone through.
Opta argues naming offending companies has a preventative effect.
