A report of a kidnapping in Amsterdam Nieuw-West was sent out at around 10pm and the police deployed dozens of vehicles, a helicopter and a drone. A chase ended outside the Flevoparkbad swimming pool in the east of the city.
Two occupants of the car, men aged 24 and 35 from Rotterdam, were arrested.
The police also confirmed that warning shots were fired during the chase.
The motivation for the kidnap is not known but the police said the victim is in good health.
They have asked anyone who may seen anything to get in touch.
