The police and social services showed ‘serious shortfalls’ in the way they protected a 16-year-old girl who was shot dead by her former boyfriend at the end of last year, justice ministry inspectors said on Wednesday.

Officials showed ‘insufficient care’ for the girl’s protection and failed to share information about how she was being stalked, the report said.

Humeyra Ergincanli was shot dead in her college bicycle shed just 45 minutes before she was due to meet police to talk about being stalked.

Her former friend, Bekir E, who had been given a suspended jail term and banned from contacting the girl in August last year, has been charged with the killing, along with another man. Humeyra had a short relationship with him, but broke if off after discovering he was 30.

The report said that no organisation took overall responsibility for the girl and that safety was not considered a priority. ‘If that had been the case, it would have been obvious that she faced very serious risk,’ the report said.

Even though Humeyra had shown the police evidence E had called her up to 100 times a day, police did not register the case as one of stalking.
