Three strikes and tobacconists will be out
Shops caught three times selling cigarettes to underage smokers will lose their tobacco licence if a draft bill is passed by parliament.
The bill was introduced by the liberal VVD and is supported by coalition partner Labour. The two parties want the bill passed to stop youngsters under 18 from smoking.
If passed, the new law will come into effect in October 2014, news agency ANP reports.
It already has a majority in parliament and will be debated on Tuesday.
