ProRail fails to meet agreements on spending on maintenance

Railway network operator ProRail has spent less money on maintaining the railways than was promised, according to the national audit office (rekenkamer) on Monday.


The auditors say ProRail has not spent a maximum of €1.1bn since it was set up in 2005, 10% of its total budget over the period.
They also say that the infrastructure ministry has been lax in keeping parliament fully informed, leaving MPs with no opportunity to check and redirect budget spending.
Information gap
Parliament already had an idea it was not receiving clear and complete information about how ProRail spends its budget. It has set up a commission to look into the matter which will report in January 2012. The national audit office report is a first step.
Infrastructure minister Melanie Schultz van Haegen told the press she will improve the flow of information but she does not agree that 10% of the budget has not been spent.
ProRail accepts the report. ‘We did spend less than the total budget in the period 2005-2010, but that doesn’t mean necessary maintenance has not been carried out,’ a spokesman said.
