Councils begin paying back ID card charges to thousands

Several local authorities are to pay back the fees for identity cards following a high court ruling last week, according to press reports on Monday.

The court said the card should be free because most people buy one to be able to identify themselves to police and other authorities, making the card of more use to the authorities than private individuals.
Amsterdam council says it will refund 50,000 people who have bought an ID card since August 26 2010. Adults will receive about €43 and young people €8.95. The council says it will contact everyone involved.
Rotterdam is also considering an automatic refund but first wants clarification of the date from which refunds should be paid.
In Capelle aan den IJssel the council is to refund people from 14 years of age who have bought an ID card in the past six weeks.
Raalte council in Overijssel will refund everyone over the age of 14 who has bought a card since October 7 2010.
