Saakasjvili wants to strengthen ties with the Netherlands, and made the offer in talks with prime minister Balkenende at the EU summit in Lisbon on Thursday.
The Netherlands has some 1,700 soldiers in Afghanistan and has not yet decided whether to extend its mission past the August 2008 deadline.
