At least 17 people elected to local or provincial councils have never taken their seats, but the real figure is probably far higher, according to research by the council clerks’ organisation VvG.
Some 125 of the 427 council clerks took part in the survey, reporting 17 invisible councillors on 14 separate councils. The clerks plan to raise the issue with the home affairs minister.
