Tougher action on animal abuse urged

Some two-thirds of animal abuse cases result in either the case being dismissed or a small fine, says animal protection group Dierenbescherming. The group is urging the public prosecution department and justice ministry to clamp down hard on animal abusers, and serial offenders in particular.
