MPs are calling for a ban on AI tools in Dutch primary schools, saying they threaten children’s ability to develop basic reading, writing and critical thinking skills.

A motion put forward by pan-European progressive party Volt and centrist Christian Democrat CDA asks the cabinet to arrange a formal rule disallowing tools like ChatGPT for primary school pupils. So far the motion has the backing of 10 parties with 88 of parliament’s 150 seats, according to broadcaster NOS.

Volt leader Laurens Dassen said in a statement: “I believe in the opportunities AI offers us, but at the same time generative AI is widening learning gaps.”

New learning goals for primary schools, due to take effect in 2027, will require pupils to explore AI and learn to “interact responsibly with an AI system”. In secondary school, students will start experimenting with training AI systems.

The motion tabled by Volt and CDA acknowledges these plans, and doesn’t rule out teaching children about AI, even if they wouldn’t be allowed to use it themselves.

Barend Last, an education specialist who teaches the final year of primary school, told NOS he agreed children should not have unlimited access to AI. However, he also said it can be a useful teaching tool if used in the right way, and that ruling it out altogether risks children learning too little about it.

The PO-Raad, the umbrella body for primary schools, said early research shows pupils learn less when they use generative AI heavily, and that it understood MPs’ concerns. But it said a total ban would come “out of the blue”, and that it would rather reach agreement with the education ministry.
