The three suspects, aged between 16 and 19, were arrested at their homes in the early hours of Wednesday.
Video footage from Rotterdam showed around half a dozen police wearing riot helmets and body armour going into a house and leading a blindfolded man to a car.
The Eindhovens Dagblad newspaper said the 19-year-old man was arrested in Jan van Eyckgracht, a street in the Burghplan neighbourhood.
Three years ago he was reportedly arrested at the same address on suspicion of planning attacks on nightclubs and police stations in Belgium via social media channels. No attacks actually took place.
He was given a 112-day jail sentence, a 200-hour community service order and banned from travelling out of the Netherlands after the court heard he had talked about joining the terrorist organisation Islamic State in Afghanistan.
No further details were available of the arrest in Alkmaar, Noord-Holland.
