Security guard filmed ordering asylum seeker to kiss his shoes

A film of a security guard ordering an asylum seeker to kneel down and kiss his shoes has been condemned by refugee organisations after it was posted on a video sharing website.

The 12-second video was filmed in an asylum seekers’ centre in Budel two and a half years ago. Accommodation agency COA confirmed that the footage was genuine, adding that it “regretted” the incident.

In the film, a guard is seen ordering a resident in English to get “on your knees”. After the man complies, the guard points, says “kiss” and smacks his lips. The refugee kisses his shoes and the guard responds with: “Good boy.”

Two colleagues are seen watching the exchange but neither steps in, while a fourth films the incident.

A spokeswoman for the COA said the agency “regretted” the incident, adding that it had been investigated at the time and “appropriate measures” had been taken.

The guard, who was employed by security agency Trigion, is no longer working at Budel or for the company, but it is not clear if he was relieved of his duties as a result of the incident.

“Not only do we regret this, but we find it appalling to see how the resident was treated in the video. We want residents to be treated with respect and to offer them safety,” the spokeswoman said.

Dutch refugee agency Vluchtelingenwerk said it was “shocked” by the video, adding: “We condemn this behaviour unconditionally.”

A spokeswoman said: “Aside from this situation, we have received several complaints in recent years from people who felt they were poorly treated by security staff.”

Sandro Kortekaas, of LGBT Asylum Support, said his organisation had received more than 900 reports in the last year of residents who felt unsafe.

“It’s always the asylum seeker’s word against the government. We have never been able to support these claims with evidence such as we see in this dreadful video.”

It is not known if the resident in the video belongs to the LGBT community.

The COA extended its contract with Trigion last year, after the incident in 2023 had come to light. “The measures taken at the time did not give us any reason not to extend the contract,” the COA spokeswoman said.

“We at the COA are obliged to put contracts for services out to tender, but in doing so we obviously pay attention to safety and the way in which the work is carried out.”

Trigion said it had implemented stricter procedures and instructions for its employees in the wake of the incident. “We are checking actively and systematically to ensure these agreements are enforced,” a spokesman said.
