New home construction misses target for third year in a row

The number of new homes coming onto the market in 2025 failed to meet government targets for the third year in a row, according to figures from national statistics office CBS.
Last year, construction companies completed almost 80,000 homes, 20% down on the cabinet’s target of 100,000. In 2024, 82,000 homes were added to the country’s housing stock.
Of the 2025 completions, 69,000 were new builds and 11,000 came from converting other buildings, such as former offices, into housing or subdividing existing homes. At the same time, 9,500 homes were demolished, taking net growth to just 70,000.
There are now almost 8.3 million homes in the Netherlands.
Officials granted almost 86,000 permits for new homes last year, but they will not be completed for several years. The total is also down by 8,000 on 2024.
The next cabinet is making boosting the supply of homes a priority and is likely to adopt the same target of 100,000 as the previous two administrations. More details on how the new administration plans to achieve this are expected later on Friday.
The housing ministry, housing corporations, developers and investors signed an agreement aimed at speeding up the construction of new housing and meeting government targets of 100,000 new homes a year in December 2024.
