Transgenders will soon be able to apply for amended birth certificate and swap sexes without having to undergo an operation or sterilisation, junior justice minister Fred Teeven said on Wednesday.
The minister has sent draft legislation to the law council and transgender network for consultation.
Earlier this week, Human Rights Watch complained about the way transgenders are treated in the Netherlands.
The Netherlands has between 10,000 and 30,000 people who feel they should be a different sex.
