Essent plant loses environmental licence – Update
The Council of State has revoked the environmental licence issued for the Essent coal-fired power plant in the Eeemshaven in Groningen, NRC reports.
The licence was issued in 2008 by the then agriculture minister and the provincial governments of Friesland and Groningen. But the Council of State has now ruled that their judgement was ‘inappropriate’.
Essent said the judgement was ‘very disappointing’ and it is considering what to do next.
The Council of State is the highest court in the country and Essent cannot appeal. It can, however, apply for a new licence, says NRC.
Any new application will also have to take into account how nitrogen emissions will affect a number of German Wadden islands which lie nearby in the North Sea.
Essent can either continue with construction work and hope for a new licence or give up and stop construction, says the paper.
Opposition parties are pleased with the verdict but the government is worried about the economic impact.
The plant is already half built and was scheduled for completion in 2013.
