Utrecht to force house owners to insulate
Utrecht council wants to force the owners of badly insulated houses to take energy-saving measures, according to the Volkskrant.
The council is investigating the legal possibilities of sending a summons if owners do not take appropriate measures voluntarily.
How many houses are involved and what the santions will be for ignoring the summons are not yet known.
Later this year, the council will conduct an aerial scan for energy ‘hot spots’ which it will use to begin talks with home owners and companies on the necessary energy-saving measures.
Utrecht wants a 30% reduction in CO2 by 2020.
