Road safety body VVN is concerned that ‘thousands’ of well-educated immigrants are able to swap their driving licences for Dutch ones, without having to take a Dutch driving test, the Telegraaf reports on Monday.

The paper says everyone who qualifies for the 30% tax ruling for expats is able to swap their licence without taking a test. And this means drivers from countries not on the transport ministry’s approved list can also easily get a Dutch licence as well.
According to the Telegraaf, the VVN regards this situation as ‘worrisome’.
People from the EU and several other countries, including Japan and Israel, do not have to take a test when applying for a Dutch licence.
