High court tears up ban on hanging around in groups

Utrecht city council has been ordered to change a local law which bans groups of more than four people gathering together in certain parts of the city.


The rule, which is widely used in other parts of the country, is supposed to stop gangs of youths hanging around on the streets, intimidating passersby and causing trouble.
The High Court ruled on Tuesday such groups have to behave in a threatening way before they can be ruled illegal.
The public prosecution department had argued that certain groups of youngsters – mainly of Moroccan origin – are a threat to public order because they hang around on street corners.
But the court said standing around on the street cannot be considered a crime in itself.
