The minister was responding to parliamentary questions following the switch by many firms to charging customers per minute rather than per second.
This means if someone talks for 61 seconds, they are charged for two full minutes of calls, the Telegraaf points out.
‘It must be completely obvious whether you are paying per minute or second when making a mobile phone call,’ the minister told the paper.
If necessary, rules will be brought in to force phone firms into line, she said.
