He made the comment on tv show Nova on Wednesday in reaction to news that one-fifth of them are refusing to comply with new regulations introduced in July.
Klink said that controls will be stepped up and fines imposed immediately on those found flouting the law.
The sector’s umbrella organisation KHN says the ban is driving drinkers away, but Klink says there is no hard evidence that bars are suffering a drop in profits.
