Housing minister Ella Vogelaar has been told by judges she must publish the full ranking of 40 problem neighbourhoods which she has made a priority for urban renewal, the Telegraaf reports on Thursday.
The case was brought by tv company RTL using open government legislation. RTL wants to know which of the 40 areas the minister considers to be the worst.
The judge said that publication would not be to the detriment of people living in the areas and that it would be in the public interest to make the rankings known.
The ministry is considering an appeal, the Telegraaf said.
