Taxi stands should only be used by taxis which are part of a formal organisation licensed by the local authorities, according to a paper drawn up by the transport ministry and national taxi association.

At the moment all taxis can use the stands, which means there is no quality control for users, the paper says.
Since the taxi sector was totally deregulated in 2000, ministers have brought in a number of measures to end the growing chaos and licences have been reintroduced.
