Urban renewal plans drawn up before July 2007 cannot be considered part of a commitment by housing corporations to spend €250m a year on renovating 40 run-down areas, says housing minister Ella Vogelaar.
The Volkskrant reported last week that many of the housing associations were recycling old plans.
