Balkenende to address European parliament

Prime minister Jan Peter Balkenende is to address the European parliament in Strasbourg on May 23, focusing on the Dutch position on the European constitution.

Balkenende’s appearance is notable because usually only the leader of the country chairing the EU is invited to address MEPs, his spokesman said. The Netherlands rejected the EU constitution in a 2005 referendum.
