A majority of MPs from the old parliament voted in favour of a police training mission to replace the Dutch military efforts in the southern region of Uruzgan.
However, ministers said it should be up to the new government to decide what action to take. The new look parliament is due to debate Afghanistan next week.
Labour opposition to the extension of any Dutch role in the country led to the collapse of the government in February.
