Rotterdam to introduce good tenant test

Rotterdam city council has drawn up far-reaching plans to screen prospective tenants for a history of anti-social behaviour before giving them homes in problem neighbourhoods.
People who fail the good behaviour test, known as the tokkie-toets, will not be considered for a housing corporation house in the area, the AD reports.
The measure will focus on parts of Rotterdam with a history of problems and where poverty, drug abuse, noise nuisance and street violence are common.
The council also wants stronger powers to evict tenants who persistantly make a nuisance of themselves.
The plan has been drawn up by Labour city council executive Hamit Karakus. 'Hardworking people should be able to live decently. At the moment a few people are ruining it for the rest,' he told the AD on Thursday.
