The emergency evacuation of 184 families because of an asbestos scare in Utrecht this summer was unnecessary, according to the formal inquiry into the incident.

The evacuation could have taken place in a more controlled manner because there was no real emergency, the report said.
Both the housing corporation and city council acted out of proportion to the situation and gave mixed messages to worried families, the report said.
A number of families have still not been able to return to their homes.
The report recommends the government take a close look at self-regulation in the industry and the role of local government inspectors. It also called on Utrecht city council to improve its emergency communication procedures.
