Dutch jobless rate lowest in EU

The Netherlands had the lowest unemployment rate in Europe in November at 2.9%, according to new figures from European statistics office Eurostat.

The EU average is 6.9%, while Slovakia at 11% has the worst jobless rate, Eurostat says.

It's a known fact, unless it has changed, that the Dutch don't count people who are unemployed but not currently looking, lowering the numbers. No other European country does this. Even Balkenende said a few years back that this gave the wrong impression.
