Detailed plans to build up problem areas

Cabinet plans for tackling the country's 40 worst problem neighbourhoods involve giving every jobless person their own personal coach, every pre-schooler who doesn't speak proper Dutch extra help and making every household with cash problems free of debt within four years, the Volkskrant reports on Thursday.

The paper bases its claims on a draft copy of the cabinet's plans. Cash has not yet been found to pay for all the measures, the paper says.

The influence of certain ministers is easy to spot, the paper says. For example, the hand of health minister Ab Klink can be felt in the emphasis on preventative measures – helping people to stop drinking and smoking, lose weight and stop depression, the paper says.

By 2011, every child aged 11 and over should have access to a computer at home, and far more teenagers should be members of sports clubs and libraries, the Volkskrant quotes the document as saying.
