A consortium made up of Dutch construction group Heijmans, Fluor of the US and Hochtief of Germany have won the preliminary contract for a €1bn project to redevelop the roads and railways in Amsterdam business district Zuidas.

The controversial Zuidasdok development involves widening the A10 ring road and placing it underground and boosting railway capacity at Station Zuid.

The Heijmans consortium bid €990m to carry out the work, which is 6.5% below the agreed ceiling.

The other consortium submitting a detailed bid, made up of BAM, TBI and VolkerWessels, has until mid February to submit objections to the decision.

The total cost of the project, due to be completed in 2028, is put at nearly €2bn.
