Minister was warned of personal care budget chaos

healthcare changesJunior health minister Marten van Rijn was warned last summer of the chaos the new system for administering the personal care budget (PGB) system would cause, the AD reports on Tuesday.

The paper basis its claim on anonymous sources at the social insurance bank SVB which administers the personal care budgets for tens of thousands of people.

Last weekend the AD said Van Rijn was warned by the SVB just before the new system was introduced that not enough time had been allowed for the administration of the budget for PGBs, which is around €2.5bn a year, to be handed over to councils and health insurance companies.

The money now goes to the health providers rather than directly into patients’ bank accounts and is paid out by the SVB.

Computer problems

On Tuesday, the AD reports that new sources say Van Rijn was warned as long ago as last summer that the new system would result in chaos. Since its introduction, there have been problems with the computer system and many budget holders are being paid too much or too little money.

The minister has been asked to attend parliament on Tuesday to explain why he ignored all the warnings.

In March, Van Rijn announced an emergency plan saying the many problems in the computer system will have to be resolved one by one. In addition, councils and health insurers must provide additional staff to undertake such tasks as recovering money where too much has been paid out.
