Junior economic affairs minister Henk Bleker is to make legislative changes to allow government intervention if employers do not meet the new pay and conditions deal for postal delivery workers, news agency ANP reports.

The change in rules means that if employers fail to make sure at least 80% of delivery workers have a proper employment contract by early 2013, the government can force them to do so.
When the postal market was liberalised several years ago, employers and unions agreed to make sure 80% of delivery workers had a contract by 2012.
However, very little progress has been made and the budget delivery firms still use contract workers with few rights. They argue they cannot afford to formally employ staff, but former state monopoly TNT Post argues this is unfair competition.
Small firms, with turnover of less than €2m, will not be required to give delivery staff formal contracts, Bleker said.
