The decline is partly due to the poor weather prospects and the fact Easter is so early this year, the board told news agency ANP.
Around one third of the foreign tourists will make an overnight stay and the rest are day visitors. Most (65%) come from Germany and 25% from Belgium.
Around 250,000 Dutch people are also expected to be tourists at home as well.
