A man who was fined €380 for riding an electric kick scooter on the road has had the penalty quashed because the two-wheeled vehicle was unregulated.

The rider contested the on-the-spot fine, which would have given him a criminal record, after he was stopped for using a motorised vehicle without a licence.

A district judge in The Hague ruled that the two-wheeled scooter was not on the list of vehicles that require a licence at the time the fine was issued.

However, he warned that under current road traffic laws, the man risked a fine if he used the scooter again.
