Free curtains to beat urban decay

Households in run-down parts of Rotterdam are being offered free curtains as part of efforts to spruce up their neighbourhood, the AD reports on Tuesday.

The paper says that people living in the borough of Charlois who don’t have curtains are being offered them to improve the appearance of their street.
Locals are also being encouraged to patch up paintwork and tackle neglected gardens, the paper says.
