A clear majority of MPs are poised to support legislation which would prevent health insurance companies turning over profits to shareholders or members if a cooperative.
The new law was drawn up by the Labour party, Socialists and Christian Democrats and is opposed by the ruling VVD.
Nevertheless, the measure is set to attract majority backing when it comes to a vote. MPs debated the plan on Tuesday evening.
The aim is to make sure that profits are used to benefit the healthcare system, the three parties which drew up the proposal say. There is currently a moratorium on health insurance profit payouts but that is set to expire at the end of the year.
