People in parts of Deventer are being kept awake at night by a man who wanders through the streets making loud ‘whoo ooh’ owl noises, Nos television reports on Thursday.

Dozens of complaints have been made to the police about the man, who has also been active in the city centre in daylight hours. While some people laugh about the noise, others have been frightened.

The man has already been picked up by police several times but has been released. No action can be taken because the man is neither a danger to himself or the public, Nos said.

Police are now talking to social services to try to find a solution.
