The Netherlands’ local councils handed out 27,000 fines for anti-social behaviour last year, a 300% rise on three years ago, according to justice ministry figures.

The rise stems from an increase in council action to tackle littering, dog owners who don’t clear up after their pets and other offences.
According to the AD, justice minister Ivo Opstelten is considering giving councils the powers to fine cyclists who park their bikes outside designated areas.
