Dutch prisons have high proportion of juveniles

Minors account for 4.7% of the Dutch prison population, which is by far the highest rate in Europe, apart from Malta (6.1%), according to figures quoted by the European Commission


The figures, compiled by Kings College in London, are part of a discussion document on EU prison policy.
They also show Dutch prisons have an 86% occupancy rate, which is one of the lowest rates in Europe. The prisons with highest occupancy rate are Bulgaria (155%) followed by Italy and Cyprus.
In the 2009-2010 period, 94 out of 100,000 members of the Dutch population were in jail. Finland had the lowest rate, at 60 out of 100,000 people.
