Minister wants official warning for first time petty offenders

Justice minister Ivo Opstelten wants to introduce a system of yellow cards for people committing first-time minor offences, such as riding a bike without lights or failing to produce car registration documents.


The Telegraaf says the minister wants to set up a new warning system, so that people would only be fined if they commit the same offence again within a year.
MPs say at the moment too much discretion is left up to individual police officers.
