Rotterdam flats exclusive for highly-skilled

Some 70 apartments on Rotterdam's Noord island have been reserved exclusively for younger highly-skilled staff as a way of keeping expertise in the city, news agency ANP reports.

At the moment, many highly-skilled graduates leave the port city after completing their education and the city council has made encouraging them to stay one of its priorities.

The 70 apartments in a conservation area have been sold by the council to a property firm on the condition only people with higher levels of education can live in them, ANP says.

I'm unsure if creating a ghetto for potential yuppies is social engineering in its purist form or not. But the policy smacks of elitism and of yet another nail being driven into the Dutch egalitarian coffin.

Isn't that a fairly racist model, i.e. literally depriving certain ethnic groups of their chances of moving in?

Not that I would oppose, but in the country whose government is going to try Geert Wilders this might appear somewhat bizarre and confusing.
