Audit office criticises gov't on CO2 rights

The government has given away far too many CO2 emission rights to businesses which makes it extremely unlikely that the Netherlands will achieve the 6% reduction in emissions by 2010 agreed under the Kyoto agreement.

This is the hard conclusion of a government audit office report sent to parliament, reports today’s Volkskrant newspaper.
