Teenager cannot be made to pay for Project X Hoorn party costs

A teenager who called for a Project X party in Hoorn, two days after the riots in Haren, cannot be forced to pay €30,000 in policing and other costs, the town council says after consulting legal experts.


The 16-year-old boy used the microblogging service Twitter to call for a Project X party, and police took precautions to ensure if any youngsters turned up the event could be broken up easily.
Nothing much happened in the Noord-Holland town but the extra policing cost €30,000 which the mayor Onno Veldhuizen said he wanted the youngster to pay.
Now this is not legally possible, the mayor has written to the justice ministry calling for a change in the law, Nos television says.
The ministry says the youth could only be forced to pay if convicted in a court but the council does not want what it describes as ‘a show trial’, Nos television reported. Instead, it wants to stimulate open discussion about the issue of compensation.
The Project X Haren riots, which began as a birthday party invitation on Twitter, led to over 100 arrests.
