Unions and employers fail to agree common stand on payrolling

Unions and employers have failed to agree a common standpoint on payrolling after more than a year of talks, the Financieele Dagblad reported on Friday.


Payrolling companies are middlemen who process wage administration and premium payments on behalf of companies. In most cases, workers are technically employed by the payrolling firm rather than the company they work for.
Unions and employers involved in the Star foundation presented their divided report to social affairs minister Henk Kamp on Friday.
Employers consider payrolling firms to be an economic necessity and the result of increasing complexity in employment legislation. The unions say payrolling firms are used to transfer risks from employer to employee and the legal position of workers is a grey area.
According to sector association VPO, some 180,000 workers will be paid via a payrolling company this year.
