Housing corporations should sell 800,000 homes, say top economists

Friday 03 September 2010

If the Dutch social housing sector is to survive, housing corporations should sell up to 800,000 of their 2.4 million homes to their tenants, according to three top economists in Friday's Financieele Dagblad.

Arthur Docters van Leeuwen, Sweder van Wijnbergen and Hans Hillen warn that a new right-wing cabinet will increase pressure on both housing corporations and housing subsidies in their efforts to improve the government's finances.

And this means corporations should stay one step ahead and reduce their size in a responsible manner, the three men say.

Docters van Leeuwen is a VVD supporter and former head of the financial services sector regulator AFM. Sweder van Wijnbergen is a leading economist and Labour party supporter while Hans Hillen represents the Christian Democrats in the senate. The VVD and CDA are currently in negotiations to form a minority government.

A massive sale of social housing will remove the problem of high-earners living in cheap housing because they will be encouraged to buy their own homes, the economists say.

It will also generate €120bn for further investment.

Housing corporations own some 34% of the Dutch housing stock.

Look at the UK and the "right to buy" scheme. It killed the market, rents are sky high and only the jobless live in subsidised housing now.

Citing the problem of high-earners living in cheap accommodations, meaning rent controlled, why doesn't the government require that residents in rent controlled housing verify every couple of years that they still qualify? I know of a highly paid UVA employee who still lives in the rent controlled apartment she obtained years ago. Is it a problem for the Dienst Woning to compare income with that reported to the Belastingdienst? Or is it the Housing Corps. who like having renters who can assuredly pay their rent?

I know a housewife's solution to the problem of high earners sitting in subsidised accomodation. Chuck them out or charge them according to earning power. What a stupid idea to change all the laws for subsidised accomodation so as to 'encourage' high earners to leave. If you earn too much, then tough, no more entitlements.

I'm still so annoyed at how realtors work here. We put our place up for sale and don't hear anything for over 3 years. The only contact from the realtor is to ask if we want to pay for things to help sell it. Um no, it's not our job to pay for YOU to sell our home. Sell it, and then get paid!

How many jobs pay you before you do the work? Apparently realty!
