The legislation was drawn up by Labour MP Harm Evert Waalkens as a way of combating the animal pornography industry.
In the Netherlands, animal sex practitioners can currently only be prosecuted if it can be proved the animal has suffered. Because there is no ban, some experts say the Dutch animal porn industry is the biggest in the world.
