Ministers will today discuss health minister Ab Klink’s proposals to close a loophole allowing small cafes and bars to get round the ban on smoking, the Telegraaf reports on Friday.

This year, small cafe owners won two court cases against the ban by arguing they had no staff to protect. The smoking ban, introduced in July 2008, was aimed at protecting bar workers from second-hand smoke.
The minister is now planning to amend the legislation to allow small cafes to install ventilation systems, the paper says. However, he has already warned cafe owners not to expect too much because no ventilation system exists which guarantees a smoke-free environment, the paper states.
